His specialty in Public Law, and Social Security, along with the time he worked in different departments of the CCSS (Costa Rican Social Security entity), give him the tools and experience that make his consultations of paramount importance to our clients. Oscar has formed part of the academic team of different universities and has a diversity of publications that qualify him as an opinion generator in Public Law. He has a masters from INCAE Business School, which makes him a versatile advisor for Avante´s clients. Oscar is a beach enthusiast who spends his free time reading, another of his hobbies.

Carolina Sevilla V
With over 30 years of experience as a lawyer, notary public, diplomat, and environmental activist, brings a wealth of knowledge to BASE LEGAL.

Caro began her career as a public notary and later specialized in Human Rights, collaborating with both local and international non-governmental organizations in Costa Rica. She then ventured into international diplomacy, working for multilateral organizations such as the United Nations. She represented her country in the UN Security Council and the General Assembly, and served as Costa Rica’s Consul in New York City for more than 10 years.
Upon returning to Costa Rica, she founded a global movement and a nonprofit foundation called “5 Minute Beach Cleanup,” which has inspired thousands of people worldwide to clean beaches and change their consumption habits.
Currently, in addition to her notary work, she handles environmental law cases and lawsuits, and works as a sustainability consultant, after having served as the Operations Manager of Bionic Yarn, an innovative company in the circular economy that manufactures high-quality yarns from recycled marine plastics.
